The EU Cosmetic Regulation 1223/2009 introduces the concept of "responsible person" (RP) for cosmetic products, establishing that only products for which a natural or legal person is designated as a RP within the Community may be placed on the market (Article 4.1). The appointment of a responsible person is mandatory to place cosmetic products on the EU market.
