The EU Cosmetic Regulation 1223/2009 introduces the concept of "responsible person" (RP) for cosmetic products, establishing that only products for which a natural or legal person is designated as RP within the Community may be placed on the market (Article 4.1).

 

The appointment of a responsible person is mandatory for placing cosmetic products on the EU market. This person is responsible for ensuring that the products fully comply with the Regulation before they are placed on the market and that they remain in compliance throughout their stay on the market.
